MIIT's comment windows are genuine and structurally open — the notices name a contact person and a feedback email. But they are Chinese-language, typically 30 days, aimed at domestic industry and research institutes, and use a downloadable Word feedback form (意见反馈表) with fields for work unit, name, and phone. A foreign individual can technically email a completed form; there is no acknowledgement mechanism and no evidence foreign submissions are considered.
