What it does

Research institute producing academic-quality AI governance research and, critically, a talent pipeline — GovAI Fellowships (biannual UK editions plus other cohorts), an Entrepreneur-in-Residence programme offering a salaried year plus ~$150k seed funding to launch new AI governance organisations, and policy roles. Research spans compute governance, corporate governance of labs, international institutions, and dual-use capability risk (e.g. bioterrorism risk from dual-use AI).

Honest assessment

Responsive and actively recruiting outsiders — the fellowship and EiR routes are real and competitive rather than nominal. It is a research and talent institution, not a complaints channel; it will engage with a well-argued governance proposal, not with a grievance.

Concerns it covers

Frontier and transformative-AI governance: dual-use misuse (especially bio), racing dynamics, institutional readiness, and loss of control. Long-termist in origin, increasingly mainstream-policy in output.

Government channel

Strong — GovAI alumni populate the UK AI Security Institute, the European Commission's AI Office, and frontier-lab policy teams. Its researchers advise governments directly.
