What it does

Advises the President on science and technology; co-ordinates federal AI policy including America's AI Action Plan (July 2025) and implementation of EO 14179 ('Removing Barriers to American Leadership in AI'). Runs the National AI Initiative Office and co-chairs the NSTC machinery. Issues RFIs on AI strategy and the AI R&D Strategic Plan. It has NO regulatory authority — it directs agencies, it does not bind the public.

Honest assessment

The general White House contact form is a dead end for policy input — it is a constituent-mail pipeline. The ONLY OSTP route that demonstrably works is responding to a published RFI in the Federal Register: the AI Action Plan RFI attracted over 10,000 comments, they were archived publicly by NITRD, and the resulting plan visibly tracked several industry submissions. Outside an open RFI window, influence runs through agencies OSTP tasks (NIST, DOE, Commerce) or through Congress, not through OSTP's inbox.

Notes

There is no separate standing 'AI Action Plan office' with its own public contact; implementation is distributed across OSTP, OMB, Commerce/NIST, DOE and DHS.
