YES — Washington's Committee Sign-In (CSI) system is the best-designed remote testimony portal in the country and is wide open. For any scheduled hearing, any member of the public can (a) sign in PRO / CON / OTHER on a bill in under a minute with no account and no travel — these positions are tallied and reported to the committee; (b) submit written testimony that becomes part of the legislative record; or (c) register to testify remotely by video or in person. Deadline convention: written testimony and position sign-in generally close one hour before the hearing; remote-testimony registration typically closes 24 hours before. Meetings are hybrid by default.
