VERIFIED, IN FORCE — TRAIGA is intent-based, bars a private right of action, preempts local AI ordinances, gives the AG a 60-day cure period, creates a 7-member Texas Artificial Intelligence Council inside DIR and a 36-month AI regulatory sandbox administered by DIR.
Public route
YES, and unusually easy. Texas runs a dedicated online House Public Comment portal: any member of the public can submit a written comment for or against any bill set for a House committee hearing, from anywhere, without travelling to Austin. Comments are accepted from the time the hearing is posted until the committee closes the record (typically shortly after the hearing adjourns). In-person witness registration is done at Capitol kiosks or via the committee clerk. Note: 2026 is an interim year — the 90th Legislature convenes January 2027 — so the live route right now is interim-charge hearings.
