Current business
Utah Artificial Intelligence Policy Act (SB 149, 2024), narrowed by SB 226 (2025) which limited generative-AI disclosure duties to high-risk interactions and regulated occupations. 2026 session sent NINE AI bills to the Governor: HB 276 (nonconsensual deepfake intimate imagery, AI provenance disclosures, platform safeguards — Defay/Cullimore); SB 256 (defamation law extended to AI-generated content, unauthorized use of personal identity — Cullimore/Teuscher); HB 289 (AI-generated CSAM); SB 319 (human judgment required in insurance preauthorization, AI disclosure); SB 150 (restricts AI giving medical advice absent a practitioner-patient relationship); HB 273 and HB 218 (AI in schools and required digital-skills curriculum); SB 73 (age verification); SB 69 (school device restrictions). HB 320 (Office of Artificial Intelligence Policy Amendments) also moved in 2026.
Status
VERIFIED — Utah's model is disclosure-plus-sandbox rather than risk-tiering. The Office of Artificial Intelligence Policy runs an AI Learning Laboratory offering regulatory mitigation agreements to participants.

PARTIAL / CHAIR'S DISCRETION — Utah committee meetings are streamed live and also offered as a virtual meeting with an explicit 'option to provide public comment (at committee chair's discretion)'; to use it you join the virtual meeting and submit your name and email. In-person public comment at the hearing is also at the chair's discretion and time-limited. Utah's session is very short (45 days, Jan–Mar), so contacting the committee analyst (Rohnin Randles) ahead of the bill's hearing is the practical route.
