Its AI responsibilities
The primary AI policy ministry. Owns the IndiaAI Mission, the India AI Governance Guidelines (Nov 2025), the IT Act and IT Rules including the 2026 AI-labelling/deepfake amendments, the DPDP Act rules, and the India AI Impact Summit. Any future Indian AI statute will originate here.
Honest assessment
Genuinely usable, and one of the easier routes in this list — a single email with a PDF attached is the whole procedure. Two honest caveats: MeitY frequently states that submissions are 'held in fiduciary capacity' and will not be published, so you cannot see what others said or whether you were read; and windows are often short and announced with little notice. Set an alert on meity.gov.in/whats-new rather than expecting to be notified. Note that meity.gov.in is JavaScript-rendered, so its consultation listing does not load for simple scrapers or link-preview tools.
Current business
Implementation of the India AI Governance Guidelines (released Nov 2025, foregrounded at the Feb 2026 Summit, 'seven sutras' framework). Operating the AIGEG/TPEC structure constituted 16 April 2026. Draft IT (Intermediary Guidelines and Digital Media Ethics Code) Second Amendment Rules 2026 on AI-generated content labelling — consultation ran 30 March to 29 April 2026 (extended from 14 April); notified thereafter. Reported to be studying a graded, risk-based AI law rather than a single AI Act.
Public route
MeitY does not use a single standing portal. Its actual mechanism is: it publishes a draft plus a one-page 'inviting comments' notice as a PDF under meity.gov.in/documents or /ministry/whats-new, and names a consultation-specific email address. Comments go to that address as .docx or .pdf. Some consultations are additionally mirrored on MyGov (mygov.in) as a 'Discussion' or 'Consultation' with a comment box. Worked example: the Draft IT Amendment Rules 2026 consultation took comments at itrules.consultation@meity.gov.in, rule-by-rule, in MS Word or PDF, deadline extended to 29 April 2026.
Format rules
None. Any person or organisation may email comments. India's Pre-Legislative Consultation Policy 2014 notionally requires 30 days, but MeitY has repeatedly used shorter windows and civil society (IFF, SFLC.in) has formally objected.
