IEEE runs an individual-based standards process alongside its entity-based one. You do NOT need a national standards body or an employer to join a working group. This makes IEEE by far the most accessible major standards body for an unaffiliated person.

What it does

IEEE 7000-series standards on ethical system design (IEEE 7000 process standard, 7001 transparency, 7002 data privacy, 7010 wellbeing, etc.), the Ethically Aligned Design framework from the Global Initiative on Ethics of Autonomous and Intelligent Systems, and CertifAIEd, an ethics certification/assessment programme for AI systems with trained assessors.

Honest assessment

The single most open standards route for an individual. Working groups are frequently small and welcome active contributors; an engaged newcomer can have real drafting influence within months. Trade-off: IEEE 7000-series standards have much less regulatory force than ISO/IEC 42001 or the CEN-CENELEC harmonised standards.

Concerns it covers

Applied ethics and value-alignment-by-design at the system level: transparency, bias, privacy, wellbeing, accountability. Near-term and design-stage, not frontier catastrophic risk.
