VERIFIED — RAISE Act takes effect 1 January 2027. Chapter amendments lowered the 'large developer' trigger from $100M compute spend to $500M annual revenue and cut penalties from $10–30M to $1–3M. 2026 bills remain on the Governor's desk; she has until year-end 2026 to act.

Two routes: (1) any New Yorker can register a formal position on any bill directly on its NYSenate.gov page using the 'Aye'/'Nay' buttons with a written comment — the position and comment are transmitted immediately to that person's own senator's office; this is free, open, and almost entirely unused by the public. (2) For a noticed committee public hearing, testimony is by hearing-specific reply form circulated with the hearing notice, filed in advance with the committee; written statements are accepted from anyone even without speaking.
