H.5527, An Act relative to Massachusetts winning global investment, talent, and innovation ('Mass Wins Act') — released by this committee 22 June 2026 with frontier-AI provisions covering labs with >$500M annual AI-derived revenue or >$1B annual AI R&D: catastrophic-capability identification, mitigation, third-party review by independent evaluators at least every six months, whistleblower protections, critical-safety-incident reporting, and AG enforcement by court order. Anthropic publicly backed the provisions.

VERIFIED — NOT ENACTED as of 22 Sep 2026. H.5527 was superseded by a new draft (H.5562) on 8 July 2026; the Senate passed its version (S.3178) on 24 July 2026 with responsible-AI provisions. The bill is in CONFERENCE COMMITTEE. On 18 Sep 2026 Gov. Healey publicly pressed the conferees to strengthen it with independent reviews of the most powerful models and faster serious-incident reporting.
