SB 315, Artificial Intelligence Safety Measures Act — Senate sponsor Sen. Mary Edly-Allen (D-Grayslake), House sponsor Rep. Daniel Didech (D-Buffalo Grove). Passed Senate 52-5 and House 110-0; signed by Gov. Pritzker 6 July 2026; effective 1 January 2027 (some analyses cite full compliance obligations phasing to 2028). Also in force: HB 3773 (AI in employment decisions under the Illinois Human Rights Act, effective 1 Jan 2026); the AI Video Interview Act; and the WOPR Act restricting AI therapy.

SB 315 is the first US state law to require independent third-party safety audits of frontier developers (models from developers with >$500M annual revenue), publication of safety frameworks, catastrophic-risk reporting, and 72-hour (24-hour for imminent risk) incident reporting. Enforced by the Illinois Attorney General with penalties up to $1M first violation / $3M subsequent.

YES — Illinois has the single most frictionless public-position system of any state: the electronic WITNESS SLIP. Any person may file a slip on any bill before any committee hearing, recording their name, whether they represent themselves or an organization, and their position (Proponent / Opponent / No Position), with an option to request to testify orally or submit a record of appearance only. No lobbyist registration, no fee. Slips are counted and displayed publicly and legislators visibly react to the tallies. Deadline convention: file at least one hour before the hearing (ideally the day before); the Senate accepts and allows edits until the end of the hearing day, the House until the hearing concludes. A separate slip is required for each committee hearing and for each amendment.
