HF 4452, AI chatbot technology requirements with a private cause of action for harm (2026). HF 4456 and related 2026 AI and data-privacy bills. Minnesota's flagship enacted law is its AI 'nudification' ban — the nation's first — which xAI sued to block in July 2026; a federal judge DENIED xAI's request to pause the law, so the ban is in effect during the litigation. Penalties reach $500,000.

PARTIAL — Minnesota has NO central online testimony portal. The rule is: 'members of the general public are encouraged to testify before committees, though testimony will need to be arranged with committee staff prior to a scheduled hearing.'
