Executive Order N-9-26 (18 Sep 2026) — directs GovOps, with Cal OES, to convene national experts and deliver recommendations within two months on onsite audits of frontier labs, independent verification of safety frameworks, an emergency shutoff mechanism, and an expanded definition of critical safety incidents to cover loss-of-control scenarios.
