Administers and enforces the EAR, including export controls on advanced computing chips, semiconductor manufacturing equipment and (under some rules) model weights. Rescinded the Biden-era AI Diffusion Rule in 2025 and codified a revised advanced-chip licence review policy in Jan 2026 (see 91 FR, doc 2026-00789). Can deny licences, impose civil penalties, add parties to the Entity List / Denied Persons List, and refer criminal cases. This is the single hardest-edged US compute-governance lever.

The tip line is real and is read — export-enforcement leads are triaged by OEE agents and this is one of the very few US channels where a member of the public can trigger an actual investigation into AI-related conduct. Comment on interim final rules is technically open but BIS rules take effect immediately and are rarely reversed by comment; industry influence here runs through licensing counsel and direct agency meetings. If your concern is frontier compute proliferation, this is the agency with teeth — but frame it as a control violation, not as a safety argument.
