These are the genuinely low-friction Brazilian routes for an ordinary person and the ones to recommend first. Audiências Interativas in particular are a real and underused lever: you can put a question directly into a live committee hearing on PL 2338 and have a deputy read it aloud, at zero cost and with no gatekeeper. Honest limits: comments carry no obligation on anyone to respond, Wikilegis contributions are advisory, and reach depends on whether staff choose to compile them. Portuguese-only. But 'can an ordinary person actually use this' — yes, unambiguously, for a Brazilian.
Travaux en cours
e-Democracia offers Wikilegis (clause-by-clause commenting on bill text), enquetes (polls for/against a bill), and Audiências Interativas (submit questions live during committee hearings, which deputies read out). The Chamber has announced a restructuring of the e-Democracia portal, so URLs and feature names may shift. Participa + Brasil hosts open federal consultations with comment forms.
